Background: Britain's Common Market negotiator, Mr. Geoffrey Rippon returned to Brussels today for discussions on the last major unresolved problem in Britain's negotiations....the community's fisheries policy. Britain is seeking changes in the present policy which allows the six member nations unrestricted access to one another's coastal waters. Britain put forward a temporary plan, but an early agreement is unlikely.
