    TRIBESMEN FROM MANY MILES AROUND ATTENDED THE CEREMONY. AT THE START THEY WERE SEARCHED BY POLICE - TWO WERE DETAINED FOR HAVING WEAPONS ON THEM - AND AT THE END, THEY DANCED FOR JOY.

    KITALE, IN NORTH-WEST KENYA, SOME 250 MILES FROM NAIROBI, THE CAPITAL, IS A KADU STRONGHOLD. AN OFFICIAL OF THE RIVAL KENYA AFRICAN NATIONAL UNION, WHICH WANTS A STRONG CENTRAL GOVERNMENT, SAID DURING THE WEEK-END THAT IF KADU LAID ITS REGIONAL FOUNDATION-STONE, KANU WOULD DECLARE A UNITARY CENTRAL GOVERNMENT.
