By Friday (7 September), most of the Heads of State attending the fourth non-aligned nations' summit had an opportunity to address the assembly.



The exiled Cambodian leader, Prince Norodom Sihanouk, addressed delegates on Thursday (6 September):



"The Kingdom of Cambodia, designated as a neutralist by the Western powers, denounced, as dangerously neutralist by the United States of America, has always stood on the side of the progressive non-aligned fraternal nations in the struggle against imperialism. For we had no intention of being neutral on the question of justice and injustice, or of that of old or new style imperialism, or such questions as racism or drugs. (Where the victims of such policies...)"

Background: Another delegate who is a leader of a non-ruling power to address the conference, was Yasser Arafat, the Chairman of the Palestine Liberation Organisation. In this speech, he accused Israel of being sustained by world imperialism, headed by the United States.

Dr. Fidel Castro, the Cuban leader, also addressed the conference during Thursday's session. He defended the Soviet Union and told the conference his final objective for Cuba was communism. His speech was an apparent reply to Wednesday's (5 September) speech by General Gaddafi, attacking Soviet Communism and imperialism.
