    Background: A BRITISH MISSION, IN GHANA TO STUDY THE POSSIBILITY OF INCREASED TRADE HAS BEEN TOLD THAT THE NEW GHANAIAN GOVERNMENT DOES NOT INTEND TO CONTINUE THE OLD REGIME'S POLICY OF "MEDDLING IN THE AFFAIRS OF PRIVATE ENTERPRISES". MR. E.R. HAYFORD, PRINCIPAL SECRETARY OF THE MINISTRY OF INDUSTRIES, MADE THE POINT WHEN THE MISSION VISITED HIS MINISTRY IN ACCRA ON WEDNESDAY (5 APRIL).

    THE MISSION IS BEING LED BY MR. F.H. TATE, VICE-CHAIRMAN OF TATE AND LYLE. IT IS TO PREPARE A REPORT FOR FIRMS IN THE U.K. INTERESTED IN TRADE WITH GHANA, AND MR. TATE HAS SAID THAT IT WOULD TRY TO ALLAY SOME OF THE APPREHENSIONS THAT SOME BRITISH BUSINESSMEN MIGHT HAVE ABOUT INVESTMENT IN GHANA.

    MR. HAYFORD TOLD MEMBERS OF THE MISSION THAT THE NEW GOVERNMENT WAS DOING EVERYTHING POSSIBLE TO ENCOURAGE BOTH PRIVATE OWNERSHIP AND JOINT PRIVATE-STATE PARTNERSHIP.

    THE EXECUTIVE SECRETARY OF THE STATE ENTERPRISES SECRETARIAT, MR. S.K. QUARTEY, TOLD THE MISSION THAT SO FAR LACK OF FUNDS HAS CONTRIBUTED GREATLY TO THE INABILITY OF STATE INDUSTRIES AND ENTERPRISES TO OBTAIN ENOUGH RAW MATERIALS TO ENABLE THEM TO FUNCTION PROPERLY.
