SYNOPSIS: The meeting took place at President Mobutu's residence near the capital, Kinshasa. Dr. Kissinger had arrived the previous day from Tanzania. The Secretary of State's tour has also taken him to meeting in South Africa with the Rhodesian Prime Minister, Ian Smith. There are hopes that the tour will provide proposals for a constitutional settlement in Rhodesia that will be acceptable to both blacks and whites. One such plan would give Rhodesia black majority rule in two years.
President Mobutu said that Dr. Kissinger had convinced him that a peaceful, not violent solution to the Rhodesian problem is now possible. President Mobutu told newsmen his only concern was the division that exists between the various leaders of the black Rhodesian nationalists. But he believed that Dr. Kissinger's 11-day tour had brought new hope.
