    THE ANNOUNCEMENT BY GENERAL ABDUL HARIS NASUTION, CHAIRMAN OF THE CONGRESS -- INDONESIA'S HIGHEST-POLICY MAKING BODY -- WAS LOUDLY APPLAUDED.

    THE CONGRESS ALSO TRIMMED BACK WIDE EMERGENCY POWERS IT GAVE HIM TWO YEARS AGO WHEN THE COUNTRY WAS IN TURMOIL AND THE CAMPAIGN TO REMOVE DR. SUKARNO WAS GATHERING SPEED.

    THE CONGRESS ORDERED A POSTPONEMENT OF SCHEDULED GENERAL ELECTIONS UP TILL JULY 1971 AT THE LATEST, A DELAY OF JUST OVER THREE YEARS.

    IT ALSO INSTRUCTED HIM TO FORM A NEW DEVELOPMENT CABINET TO CARRY OUT AN ECONOMIC DEVELOPMENT PLAN -- WHICH HAS BEEN GIVEN AS THE REASON FOR POSTPONEMENT OF THE POLLS.

    IMMEDIATELY AFTER THE ANNOUNCEMENT, GEN. SUHARTO WAS SWORN IN AS INDONESIA SECOND PRESIDENT, ONE YEAR AFTER HE TOOK POWER FROM DR. SUKARNO, FOUNDER OF THE REPUBLIC.

    IN HIS SPEECH, PRESIDENT SUHARTO PLEDGED TO UPHOLD DEMOCRACY IN INDONESIA "WITHIN THE RESPONSIBILITY ENTRUSTED TO ME BY THE CONGRESS"
    (SUHARTO PROFILE: SON OF A PEASANT, BORN IN CENTRAL JAVA IN JUNE 1921, HE CAME INTO THE LIMELIGHT ON OCT. 1. 1965 WHEN TOP ARMY GENERALS WERE MURDERED IN A COMMUNIST COUP ATTEMPT. SUHARTO, WHO JOINED THE ARMY AT THE AGE OF 19, WAS THEN COMMANDER OF THE ARMY'S STRATEGIC RESERVE, TO DEFEAT THE COUP PLOTTERS. THEN A MAJOR GENERAL, HE DID THIS WITH A MAXIMUM OF PATIENT, CONCILIATION AND CONFLICT. LARGE SCALE BLOODSHED WAS AVOIDED IN DJAKARTA WHEN HE PERSUADED ONE OF THE REBEL BATTALIONS TO COME OVER ONTO HIS SIDE. ON MARCH 11, 1966, SUKARNO GAVE HIM POWERS TO ENSURE THE SMOOTH FUNCTIONING OF GOVERNMENT. HE IMMEDIATELY USED THEM TO BAN THE COMMUNIST PARTY AND ARREST LEFT-WING MINISTERS, INCLUDING FORMER FOREIGN MINISTER DR. SUBANDRIO, WHO WAS LATER SENTENCED TO DEATH. ON FEBRUARY 22, 1967, AGAIN UNDER HEAVY PRESSURE, SUKARMO HANDED FULL EXECUTIVE POWERS. ON MARCH 10, THE INDONESIAN PEOPLES CONGRESS FINALLY REMOVED SUKARNO AND MADE SUHARTO ACTING PRESIDENT).
