Background: In Leopoldville, Sept 20, the formation was announced of a new Government - a "High Commission" of young Congolese intellectuals appointed by Colonel Mobutu.

Third governing body following those of Mr. Lumumba and Mr. Ileo, the Commission is lead by Mr. Justin Bomboko, who has already been the Congo's Foreign Minister in the other two Cabinets and is now once again to be responsible for foreign affairs.

A statement broadcast on behalf of the Commission and read by the new Minister of Education, Mr. Cardoso, from the steps of the central administrative buildings, said Colonel Mobutu had made himself spokesman and interpreter of the people to deliver them from "communist and Marxist Leninist imperialism". He had appealed to the elite of the nation to come to the aid of the electors, and the elite - technicians and intellectuals - had responded. It would be their task - in agreement with "the only chief of state", Mr. Kasavubu, and the "C-in-C of the Army", Colonel Mobutu - to maintain all the functions of government until a national reconciliation had been achieved and the politicians and electors could assume their proper roles again.

The statement also lamented the massacres in Kasai as an example of the way in which the trust of the Congolese people had been betrayed. "This useless fratricidal war must cease", the statement said. "We should not permit the genocide of the Baluba people."
