"My government is convinced that terrorists are not being encouraged by the fact that a Government is not prepared to sacrifice human lives. Pest experience provides ample proof that even the supreme sacrifice was and is not a deterrent. The main responsibility for the persistence of terrorism lies with those who have contributed to block efforts in establishing affective international cooperation against terrorism. A worldwide disease can be fought successfully only with worldwide remedies. "Those who really cars for the fate of people desiring to travel through Austria on their way to their new homes, should not make Schoenau-Castle their battle cry or an ideology. Nobody can profit from a campaign against Austria, especially not the people for whom it appears to be organised."

Background: Austria told the United Nations on Friday (5 October) that it would not how to pressure over its decision to close the Schoenau transit camp for Soviet Jews on their way to israel.

Foreign Minister Dr. Rudolf Kirchschlaeger, speaking before the General Assembly, warned against interference in his country's internal affairs. Nobody, he said, could profit from a campaign against Austria.

Dr. Kirchschlaeger was reacting to criticism of Chancellor Bruno Kreisky's offer to close Schoenau, in return for the safe release of four hostages seized in Vienna by Arab guerrillas on September 28. The Austrian Foreign Minister explained that his Government regarded the saving of human life as "the overriding objective which transcends all others." He added: "My Government is convinced that terrorists are not encouraged by the fact that a Government is not prepared to sacrifice human lives."
And Dr. Kirchschlaeger confirmed that his Government had left the door wide open for any future talks on humanitarian questions.
