Background: GUEST DELEGATIONS FROM THE SOVIET UNION AND BULGARIA WERE PRESENT WHEN THE WEST AFRICA SEMINAR ON YOUTH AND NATIONAL DEVELOPMENT OPENED IN COTONOU, DAHOMEY, LAST SATURDAY (APRIL 18).

JOINT SECRETARY-GENERAL OF THE WORLD FEDERATION OF DEMOCRATIC YOUTH, MR. BABACAR N'DIONGUE, CALLED ON THE DOZEN COUNTRIES AND ORGANISATIONS WITH REPRESENTATIVES AT THE SEMINAR TO ENGAGE IN A FRANK EXCHANGE OF IDEAS.

MR. N'DIONGUE SET THE TONE OF THE TALKS BY BITTERLY DENOUNCING COLONIALISM AS THE MAJOR OBSTACLE TO AFRICAN PROGRESS. HE CALLED UPON YOUNG PEOPLE OF THE WORLD, WHATEVER THEIR POLITICAL BELIEFS, TO HELP FIGHT AGAINST OPPRESSION.

SEMINAR PRESIDENT AND COMMISSIONER GENERAL FOR YOUTH AND CULTURE, M. STANISLAS SPERO ADOTEVI, DECLARED THAT THE PROBLEMS OF YOUTH HAD BECOME OF PARAMOUNT IMPORTANCE SINCE THE EUROPEAN STUDENT REVOLUTION OF 1968. THESE PROBLEMS NOW AMOUNTED TO A WORLD CRISIS WHICH AFRICA COULD NOT HOPE TO ESCAPE. YOUNG PEOPLE HAD THEREFORE TO BE GIVEN AN ACTIVE ROLE IN NATIONAL AND INTERNATIONAL AFFAIRS.
