    Background: A GROUP OF ISRAELIS ARE MOVING INTO THE ARAB TOWN OF HEBRON ON THE ISRAELI-OCCUPIED WEST BANK OF THE JORDAN RIVER. MOST OF THE NEW SETTLERS ARE RELIGIOUS STUDENTS AND THEIR FAMILIES.

    THE GROUP CAME TO HEBRON TO CELEBRATE THE PASSOVER IN THE HISTORIC TOWN AND LATER ANNOUNCED THEIR INTENTION OF LIVING IN HEBRON FOR GOOD. THEIR DECISION WAS MADE WITHOUT PRIOR PERMISSION FROM THE ISRAELI MILITARY AUTHORITIES, AND OPINION IS DIVIDED IN ISRAEL, BOTH INSIDE AND OUTSIDE THE GOVERNMENT, ON THE MOVE. HEBRON'S ARAB MAYOR, SHEIKH MOHAMMED ALI EL JAABRI, HAS SAID HE IS CONCERNED ABOUT THE PRESENCE OF THE SETTLERS.

    IN A LETTER TO PRIME MINISTER LEVI ESHKOL, HE SAID THAT SHOULD THEY BECOME TARGETS FOR THE GUERRILLA ATTACKS, THEN THE PEOPLE OF HEBRON WOULD BE BLAMED. THE SETTLERS ARE NOW MOVING OUT OF THEIR HOTEL AND INTO THE COMPOUND HOUSING THE MILITARY GOVERNOR'S OFFICES IN THE FORMER POLICE STATION.
