    Background: Guinea's President Sekou Toure touched down at Accra Airport, Ghana, November 20, on the start of an official goodwill visit.

    Met by Premier Dr. Nkhrumah and Acting Chief Justice, Van-Lare, he was given a 15-minute welcome ceremony, which included a salute by the 3rd Battalion of the Ghana Army.

    Mr. Sekou Toure met top-level politicians and members of the diplomatic corps.

    He saw banners held by the crowd saying "Welcome Sekou Toure," "Welcome the Labour Man," "Liberator of Guinea" and "United Africa."
    And it was at the end of talks between the leaders of the two countries that the bombshell agreement to "constitute our two States as the nucleus of a union of West African States" was made. Ghana also agreed, subject to parliamentary approval, to grant a loan of GBP10 million to newly independent Guinea.

    The declaration said Ghana and Guinea had agreed as a first step to adopt a union flag, develop the closest contacts and harmonise defence, foreign and economic policies. The next step would be the formulation of a constitution.
