    Background: Delegates from across the Arab world assembled in Doha-capital of the Arabian Gulf Emirate of Qatar--for the opening on Saturday (March 25) of a conference studying the links between economic development and ???linquency.

    The Conference was organised by the Arab League International office for Fighting Crime, with the co-operation of the Government of Star and the Regional Office for Social and Criminal Research in Cairo.

    Unesco and Unicef--the United Nations agencies principally concerned with the well-being of children and educational, social and cultural programmes--ad throe Arab universities are represented at the Conference. It was opened by Sheikh Khalifa Bin Hamad Al Thani-Emir of Qatar--who noted that Qatar is considered to have the lowest proportion of crime in the Arab world.

    The conference will close on Thursday (March 30).

    SYNOPSIS: In Doha--capital of the Arabian Gulf Emirate of Qatar--a conference to raise Arab living standards and cut down on juvenile crime. Delegates came from across the Arab world, and also from Uneseco and Unicef, the United Nations agencies devoted to care for children and educational programmes.

    The Emir of Qatar, Sheikh Khalifa Bin Hamad Al Thani, welcomed delegates to Doha and opened the conference. He pointed out that the proportion of crime in Qatar is reckoned the smallest in the Arab world...

    After the Emir's departure the conference unanimously chose the head of the qatar delegation, Brigadier General Hemad Bin Jassim al Thani as its chairman.

    The conference was called by the Arab League International Office for Fighting Crime, and organised with the help of the qatar government and the office for Social and Criminal research in Egypt. The object is to study development problems in the Arab world and the links between them and juvenile delinquency. conference ends on Thursday.
