    The government-controlled Radio Kabul reported that a rebel rocket raid on Kabul on November 23 had killed four people and injured 17. The raid was said to have been the biggest rebel operation of its kind on the capital. Up to 25 rockets were reported to have fallen on the city in 45 minutes, one hitting the Iraqi embassy and several falling near houses of foreign diplomats or near government buildings. Fires broke out in the areas of Eastern Kabul hit by the rockets. Reuters reported diplomatic sources as saying Soviet forces were building a series of concrete bunkers in the strategic Panjsher Valley north of Kabul, to stop guerrillas operating during the winter. Almost all rebel supply routes were said to have been cut, and food was believed to be running low as a result. Guerrillas were reported to have captured more than 100 Soviet soldiers earlier in the month, as Soviet forces tried to sweep through rebel hideouts near the southern city of Kandahar. No guerrilla group has yet claimed responsibility for the capture.
