    TRANSCRIPT: (SEQ 3): EBAN:" The existence of a promising negotiating atmosphere requires one or two conditions. First of course is a cease-fire. We are working within the framework of a United States initiative which was described in popular terms by Secretary Rogers "Stop shooting, start talking". Well, the shooting has stopped, let it not start. Nothing would be more frivolous than for a government to take an attitude, that if this deep-rooted, complex, passionate, difficult conflict is not all solved in a neat package within two weeks there will be recourse to war. I believe, that if the threat were to be carried out, to terminate the cease-fire on February 5th, or any other date, the government that took that decision, would merit all the consequences, both in terms of its military fate, and the universal criticism or world opinion, and therefore I prefer to hope that this is part of an oratorical season that might now come to an end."

    Background: The Foreign Minister of Israel, Mr Abba Eban, emphasised in a press conference in Jerusalem on Wednesday(30 December) that any government which terminated the Middle East cease-fire would have to bear the responsibility for renewed fighting.

    Mr Eban's statement followed Israel's announcement earlier this week that she would resume participation in the U.N. Middle East peace talks.

    He underlined the necessity of a cease-fire for the success of the talks.
