    REPORTER: "Mr. Smith arrived in Geneva on board a chartered South african Airways jet and accompanied by his wife, members of his cabinet and senior officials. He seemed relaxed and confidence in his approach to negotiations which seem bound to be long, drawn out and could be potentially bitter. However, he made very clear that as far as he was concerned the conditions for majority rule, which he had already announced could not be negotiated.



    SMITH:"Well it was an agreement of a package deal. When I sealed this, I sealed it on the basis that it was not negotiable. You have to accept the whole package or reject the whole package. Now I understand there are people who do want to open the package. They believe they can change things that they want to change and those things alone. I'm sure you all know from experience that cannot be the position. If you open a package then the whole thing is open for negotiations. This really means that you are mulling(nullifying) the agreement that was made."



    REPORTER:"The British chairman of this conference, Ivor Richards arrived after Mr. Smith so there was no chance to him having to welcome the leader of an illegal regime on the Geneva Airport tarmac. Mr. Richard expressed his basic objective clearly and succinctly...."



    RICHARD:"Well ladies and gentlemen, I only want to say two things, by way of introduction and they are these: I have come to Geneva in order to try and make a success of this conference, I do not expect it to be a failure."

    Background: Rhodesian Prime Minister Mr. Ian Smith and Britain's Mr. Ivor Richard arrive in Geneva on Thursday (21 October) to begin preliminaries for the conference on rhodesia's future, scheduled to start on Thursday (28 October). Mr. Richard, the British Ambassador to the United Nations, will chair the constitutional conference. The BBC's Jim Bidelf was in Geneva for the arrivals.
