Background: ONE COMMANDO WAS KILLED AND MORE THAN A DOZEN MEN WERE WOUNDED ON THURSDAY IN A FIERCE FOUR-HOUR BATTLE BETWEEN LEBANESE TROOPS AND PALESTINIAN COMMANDOS IN A REFUGEE CAMP IN SOUTHERN LEBANON.

AN OFFICIAL SPOKESMAN SAID THAT LEBANESE SECURITY FORCES USED ONLY MACHINE GUNS AND LIGHT ARMS IN THE FIGHTING. HE DENIED REPORTS THAT TANKS OR ARTILLERY WERE USED.

AN OFFICIAL STATEMENT PUT THE CASUALTIES AT NINE COMMANDOS WOUNDED--THREE SERIOUSLY--AND SIX LEBANESE SOLDIERS WOUNDED. IT WAS LATER LEARNED THAT ONE OF THE COMMANDOS DIED OF HIS WOUNDS.

THE COMMANDOS ARE BELIEVED TO HAVE BEEN FROM THE SYRIAN-BACKED SA'IQA GROUP. A MILITARY SPOKESMAN BLAMED THE INCIDENT ON INFILTRATORS INTO THE AREA BENT ON STIRRING UP TROUBLE AND PREVENTING THE IMPLEMENTATION OF THE CAIRO AGREEMENT WHICH ENDED LAST MONTH'S COMMANDO CRISIS IN LEBANON.

THE SPOKESMAN SAID THE FIGHTING STARTED AT NABATIYEH REFUGEE CAMP ABOUT EIGHT MILES (13 KMS) FROM THE ISRAELI BORDER, AFTER FOUR ARMED MEN HAD THREATENED STAFF OF THE LOCAL POST OFFICE BECAUSE THE TELEPHONE LINK WITH THE CAMP HAD BEEN CUT.
