    Thailand celebrated United States Independence Day on July 4 by giving free vasectomies to more than eighty men. The operations were performed in a mobile clinic in Bangkok and were organised by the Thai Population and Community Development Association, which actively promotes birth control. Two US Embassy officials were among those presenting themselves for the free surgery. Thailand's hugely successful family planning programme, initiated in 1973, has led the world in the fastest known population decline, from 3.3 per cent annually to 1.8 per cent. Directing the birth control organisation is Mechai Viravaidya, and such is the success achieved by his campaign that contraceptive condoms are called "mechais" in Thai. His July 4 celebration included typical American hot dogs and beer -- given away free to all those who underwent the fifteen-minute surgical procedure.
