VANCE: "The preparations for this visit have been carefully laid and we have established with all of the leaders and the conclusions we can draw from that from what the leaders have said, is that they wish to go to a Geneva conference. They are prepared for negotiations without pre-conditions. As a result of of this we will having our discussions here in Alexandria to see what we can do to see this concept and to move towards a just and lasting peace."



Later, Mr Vance and the Egyptian President held a news Conference in the President Palace.

Background: At the end of two days of talks in Alexandria with the American Secretary of State, Mr Vance, Egyptian President Anwar Sadat has proposed that a working party of Arab-Israeli Foreign Ministers be set up to iron out the differences which are preventing the resumption of the Geneva Peace Talks which have been stalled since 1973. Mr Vance told newsmen that it was an excellent idea and he would be pressing for its adoption by the other Middle Eastern leader involved in the conflict. Both Mr Vance and President Sadat hope that the working party will be set up and ready to meet in Washington or New York by mid-September. But President Sadat said many differences remained between the United States and Egypt despite the talks.

SYNOPSIS: Egypt was the first stop for Mr Vance in a tour of the six Middle Eastern countries involved in the Arab-Israeli conflict. Mr Vance stressed that his mission would not be an exercise in shuttle diplomacy. He said that he would be presenting his own specific proposals, for discussion.

Later, Mr Vance and the Egyptian President held a news conference in the Presidential Palace.

The main stumbling block towards the proposed peace talks in Geneva is how the Palestinian should be represented at the peace conference. Mr Vance's next stop will be to Lebanon and Syria.
