    MARSHALL: "This is certainly not the programme of a country seeking to exercise domination or to influence unduly any foreign country. The nations and political groups which have now declared their opposition to the programme apparently wish to block for their own reasons the revival of Western Europe.

    "We've had to comment several times that we've won a victory, but we still have not won a peace. It goes much further than that -- in some quarters of the world there is more fighting new than there was during the War. You're aware of that. There is a political instability; there is....there are efforts to almost change the face of Europe -- certainly as we understand and desire -- contrary to the interests of mankind in the advancing civilisation. But there's no doubt whatever in my mind that if we decide to do this thing we can de it successfully, and there's also no doubt in my mind that the whole world hangs in the balance as to what it is to be in connection with what we're endeavouring to put forward here."

    This film, compiled from the Visnews Library, is issued in time for screening on Monday (June 5). No film of Marshall's original speech at Harvard University is known to exist, but the production does include later speeches made by Marshall defending his plan against criticism, and shows President Truman signing the Marshall Plan Bill in Washington. It also takes a look at some of the devastation caused during the war, and shows aid programmes in action.

    Background: The Marshall Plan was bern 25 years go, on June 5 1947, when the then U.S. Secretary of State, George Marshall, told a Harvard University graduating class of his scheme to rebuild war-devastated Europe by giving it billions of dollars in aid. The plan, despite some political opposition both in the United States ad Europe -- where it was sometimes feared that it was merely an American plan to control Europe economically -- is in retrospect recognised to have been a success. Without it, Europe would have eventually been rebuilt anyway -- but American cash and goods revived its nations much more rapidly.

    In essence, the plan was simple -- to put as much cash into Europe as possible. In reality, it was nothing really new -- for America had already given Europe some eleven thousand million dollars between 1944 and 1947 for immediate relief -- but it did channel more cash and goods into longer-term and better planned aid programmes.

    SYNOPSIS: The ???ond World War ...... when Hitler and his Nazi troops were responsible for immense damage to Europe. Entire nations lay in ruins, and considerable cash was needed to restore them. So twenty-five years ago on Monday, U.S. Secretary of State General George Marshall, announced a plan to pour billions of dollars into Europe. But he often had to defend his scheme again wide-spread criticism.

    The Marshal Plan was passed, and the Bill signed by President Harry Truman. Over the years it was to put several billion dollars into the war-torn economies and cities of Europe.....and alongside the Marsha Plan were several food-aid programmes. Trains ran across America, being loaded with gifts and cargo, and wee shipped across the Atlantic to France, Germany, and a host of other national. The ??? Union and others last European counties refused Marshall Aid, but it was later given to Yugoslavia and Poland.

    Some European politicians feared Marshall Aid as a American plan to economically contre Europe. But over the years, Marshall Aid was recognised for what it really was. Without it, the restoration of entire countries would have been achieved much more slowly. It changed the face of an entire continent.
