    About 150 picketed the headquarters of the New York City school board in Brooklyn 16 December.They carried signs urging the board to end alleged "de facto" segregation in the city school system.This is a dispute of long standing in many northern cities including New York and Chicago.Public schools are generally set up to serve a school district--that is, the immediate neighbourhood.School in or near areas which have largely negro populations naturally have largely negro enrollments.

    Civil rights leaders charge that this is "de facto" segregation--segregation in fact, even though northern states do not have segregated public facilities.The school boards have generally replied that the matter depends on a readjustment of housing patterns and is beyond the province of a school board.Nevertheless, various plans have been drawn up by various boards to shift school children around among the schools to reduce the negro population of any one school.The particular dispute involved in this film involves New York's plan to shift kids around in Queens to make certain school less "racially imbalanced".Other details in enclosed newspaper clipping.
