    Background: West Germany is to have a general election on November 19th.

    This follows the defeat in the Bundestag (Parliament) on Friday (22 September) of a motion of confidence in the coalition government headed by Chancellor Willy Brandt.

    The defeat of the motion was made certain when, after making a spirited defence of their record, Chancellor brandt and his cabinet colleagues abstained from voting.

    Chancellor Brandt's government has not commanded an effective majority for five months, and time and again legislation has been held up because the government has been unable to command the majority it needs. All three main parties in West Germany agreed before Friday that new general elections are the only way of resolving the problem.

    SYNOPSIS: In West Germany's Parliament on Friday - an unusual constitutional manoeuvre by the government, to ensure its own defeat and the calling of new elections. It came when Chancellor Brandt sought a confidence vote...... one he know he could not win.

    Chancellor Brandt gave a spirited address in which he defended his record, and that of his government. But all present were aware that the coalition he leads has been seriously weakened by defections - and in the past five months has commanded no effective majority. All political leaders in Germany - Chancellor Brandt included - believe an election is the only solution, thus throwing the task of solving it onto the German public. Despite Chancellor Brandt's speech, he later joined cabinet colleagues in abstaining from the vote - and the motion of confidence was duly defeated. Chancellor Brandt will remain head of the government until the results of the elections are known.
