Background: Mr. Dom Mintoff, the Maltese Prime Minister, said in Valletta on Sunday (28 April) night that Malta's relations with Britain had never been better. Mr. Mintoff had just returned home after a four-day visit to Britain for talks with Prime Minister Harold Wilson and Foreign and Commonwealth Secretary James Callaghan.
Mr. Mintoff told a large gathering for a May Day Rally in the square fronting the Castille Palace, that he was never given any hint that Britain might withdraw its troops from the island.
He added that an agreement giving Malta 14-million sterling (33-million US Dollars) a year in rent for British and North Atlantic Treaty Organisation bases would be honoured to the full.
