    HOVEYDA: "Against the background of six years of frustrating peace-keeping efforts, the Security Council is now confronted with a crucial test of credibility. This challenge cannot be taken lightly. If the Council fails to register some forward movement now it has justified the reasoning of those who in their criticism of the United Nations ability to cope with the problem of the Middle East, regard force as the ultimate arbiter of this tragic conflict."



    ENGLISH TRANSCRIPT OF CISSOKO'S FRENCH SPEECH: "I have come here, with my African colleagues, mandated by our heads of state, to point out once more the grave danger that confronts our Continent. This danger will become real if the Security Council is unable to settle the Middle East dispute. The African delegates from member states of the Organisation of African Unity will learn from this historic session of the Security Council."

    Background: The United Nations Security Council debate on the Middle East has continued with more calls for Israel's withdrawal from occupied territory. The Guinean Foreign Minister, Fily Cissoko, said Israel should withdraw to the positions occupied before 1967, and went on to say that his country gave unqualified support to the cause of the Palestinian people.

    The Iranian delegate, Fereydoun Hoveyda also took the view that Israel should withdraw in accordance with the UN resolution of 1967.

    The President of the Security Council, Mr. Yakov Malik of the Soviet Union, spoke on behalf of his country. He said that the Soviet Union opposed medication efforts by individual states which bypassed the UN.

    The Israel ambassador, Yosef Tekoah, exercised his right of reply, and urged that the Arabs should immediately negotiate with Israel.
