Background: On his twelfth visit to Damascus in a month, the United States Secretary of State, Dr. Henry Kissinger, arrived in Syria on Sunday evening (26 May), and almost immediately resumed his talks with President Hafez Al-Assad. He had flown from Israel where he had discussed with the Israeli Cabinet the latest American proposals for reaching agreement for separating the forces of Israel and Syria along the Golan Heights.

The following evening (Monday), he flew back to Israel. Before boarding his plane, Dr. Kissinger told newsmen that he and the Syrian President had spent most of the previous night, and all of the day, on a "very complete and painstaking review of all the aspects of a possible disengagement agreement."
He said that they had narrowed the points to a very few, and that he was returning to Israel to discuss how the remaining differences might be reconciled. The results of his talks with the Israeli Cabinet would be reported to President Assad by Joseph Sisco, an Assistant Secretary of State and an expert on the Middle East.

As Dr. Kissinger's talks in Damascus were continuing, a Syrian military spokesman announced that Syrian forces had inflicted more losses on Israeli positions in fighting along the Golan Height during most of the day.

Earlier, a United States spokesman had said that, after returning to Israel from Damascus, Dr. Kissinger would leave for the United States on Tuesday.
