    TRANSCRIPT: SEQ. 14: On SEATO he said: "SEATO is committed to maintenance of peace in the Treaty area. It has ni ambition than the support of freedom and independence of the people of the area and to promote the economic and social development. We have reviewed the work of the organization in all its aspects... what is important about our deliberation is purposes set forth in the United Nations Charter. On the specific problem of Laos and Vietnam we have our resolution and I do not wish to add to it. South East Asia, as well as other territories, is under threat. We shall meet that for its people. We shall work together to realise more fully the prospect for peaceful development in this area.



    Answering a question from the Press on American Aid programmes,



    TRANSCRIPT: SEQ. 15: Rusk said: Answering a question from the Press on American Aid programmes, "We are not in a position of placing certain proposals before our congress which we hope will improve our aid projects. For example we are asking for authority to make commitments over a longer period of time so that we can sit down with out friends abroad and work out with them how we might best help in their long range development programmes. That will give us a chance to do first things first. On the Aid Mission located in different countries, they will have much more freedom of action and responsibilities and can then plan more specifically with the authorities of the countries in which they are.. to do an effective job. We do hope to be able to move forward broader, longer range programmes and get away from the narrow project-type of assistance which has marked so much of aid programmes in the past.

    Background: The end of the South East Asian Treaty Organization's seventh Council of Ministers meeting in Bangkok Mar 28, was marked by a large cocktail party.

    Attending the party, given by the Prime Minister of Thailand, Field Marshall Sarit Thanarat, were all the leaders of the delegations of the eight SEATO countries: Australian Prime Minister Menzies, U.S. Secretary of State. Mr Dean Rusk, British Foreign Secretary Lord Home, New Zealand Premier Mr Holyoake and Filipino Foreign Secretary Mr Serrano - the party was attended by about 1,000 guests.

    At the American Embassy in Bangkok March 29, there was a final round of Press conferences. Lord Home answered questions on British proposals for Laos. After his conference, Mr Dean Rusk gave a television interview, in which he made a statement on SEATO and then answered questions from journalists.
