    Background: Portraits of Dr. Francois Duvalier hung on every conceivable place May 21 as 250,000 people poured into Port au Prince, capital of the Republic of Haiti, for the inauguration May 22 of Dr. Duvalier for a second term as President.

    The President's car was surrounded by a strong cordon of troops as he arrived at the Legislative Palace - home of Haiti's Senate - for the inauguration ceremony.

    Inside, the arrival of the President was watched by members of the Diplomatic Corps. Despite the ex-communication of Dr. Duvalier for his expulsion of Roman Catholic clergy recently, the Papal Nuncio also attended the ceremony. America was represented by the Second Secretary of the Embassy.

    President Duvalier's inauguration for a second term of office - this time for six years - resulted from an election on April 30, caused by the dissolution earlier that month of the Legislature which Dr. Duvalier ordered replace by a 58-seat single Chamber assembly. Voters were offered ballots which bore the name of a single candidate and the legend "Dr. Francois Duvalier, President". There had been no campaigning for the Presidency. Five days after the voting, the Attorney-General announced that Dr. Duvalier had been "re-elected".
