This is Brazil's most sensitive monument, but, amazingly enough, the Presidential order for three days of official mourning for Churchill did not appear to have reached this level. Our cameraman tried to get the NCO in charge of the squad to lower the flag to half staff, but he said "that this is impossible without superior orders." with flag at half staff
