Background: A wind of tolerance is blowing over the beaches of the south of France and sweeping with it one half of the bikini -- the top half. A recent opinion poll in France showed that 76 per cent of the French population had no objection to woman being "topless" on the beaches. Even 47 per cent of married men had no objection to their wives displaying their more prominent charms.
On the beach of Juan-les-Pins on the cote D'Azur, a group of enthusiastic jurymen -- there are no women members -- have set themselves up as an authoritative body dispensing certificates and diplomas for the best looking bare breasts seen on the beach. The girls' vital statistics are measured and assessed with precise criteria.
One shop-keeper on the beach is doing brisk business turning out the briefest of bikini bottoms. Known as string bikinis or "fig-leaf" fashion, these tiny wisps of material keep the owner just the right side of the law, while allowing all her charms to be appreciated in full. Even the men are adopting similarly brief briefs in their efforts to pursue their love affair with the sun.
The mayor of Juan-les-Pins, M. Pierre Merli, has advised the local police force to turn a "blind eye" to the uncovered lovelies gracing the municipality's beaches.
In nearby St. Tropez the topless craze is just as prevalent. One old inhabitant of the resort has been quoted as saying that a women wearing a conventional swim-suit would find herself the centre of attention.
