SPEAKING TO A LARGE GROUP OF NEWSMEN IN SALISBURY, MR WILSON SAID:

TRANSCRIPT: SEQ. 3: MR WILSON: "I'VE MET AFRICAN LEADERS AGAIN AND AGAIN AND AGAIN. MY DISCUSSIONS WITH THEM WERE CONDUCTED WITH THE SAME COURTESY AND FRANKNESS AND ABILITY IN PRESENTING A CASE AS I'VE FOUND THROUGHOUT MY STAY IN RHODESIA, WITH EVERYONE I'VE MET. BUT I'VE HAD TO TELL THEM, AND IT WAS NOT EASY, AND IT WAS A BITTER PILL FOR THEM TO SWALLOW, THAT THEIR DEMAND FOR BRITAIN TO ATTEMPT TO SETTLE ALL RHODESIA'S CONSTITUTIONAL PROBLEMS WITH A MILITARY INVASION -- THIS DEMAND IS OUT. THIS IS NOT THE RIGHT ANSWER, AND I BEG THOSE -- WHO, BECAUSE THEY THINK IN THESE TERMS, HAVE CLOSED THEIR MINDS TO CO-OPERATIVE ATTEMPTS TO SETTLE THESE MATTERS BY DISCUSSIONS HERE AND NOW, I BEG THEM TO COME TO TERMS WITH THIS REALITY. AND IF THERE ARE THOSE IN THIS COUNTRY WHO ARE THINKING IN TERMS OF A THUNDERBOLT HURTLING THROUGH THE SKY AND DESTROYING THEIR ENEMIES -- A THUNDERBOLT IN THE SHAPE OF THE ROYAL AIR FORCE -- LET ME SAY: THAT THUNDERBOLT WILL NOT BE COMING, AND TO CONTINUE IN THIS DELUSION WASTES VALUABLE TIME AND MISDIRECTS VALUABLE ENERGY. EQUALLY, I HAVE TO SAY, AND I KNOW THE DISAPPOINTMENT THIS WILL BRING, THAT THOUGH SUCCESSIVE BRITISH GOVERNMENTS ARE DEEPLY AND IRREVOCABLE COMMITTED TO GUARANTEE THE UNIMPEDED PROGRESS TO MAJORITY RULE, THE BRITISH GOVERNMENT, WHO ALONE THROUGH THE BRITISH PARLIAMENT HAVE THE LEGAL POWER TO GRANT INDEPENDENCE, DO NOT BELIEVE THAT IN THE PRESENT, AND TRAGIC, AND DIVIDED CONDITION OF RHODESIA THAT MAJORITY RULE CAN OR SHOULD COME TODAY OR TOMORROW. A PERIOD OF TIME IS NEEDED.

THERE ARE THOSE OTHERS WHO FEEL THAT RHODESIANS CAN TAKE THE LAW INTO THEIR OWN HAND REGARDLESS OF THE FEELING OF OTHER NATIONS AND OF THE REST OF MANKIND, THAT RHODESIA COULD SURVIVE AND FLOURISH FRIENDLESS, ALMOST ALONE, NOT IN A NEUTRAL OF APATHETIC WORLD EVEN, BUT IN A BITTERLY HOSTILE WORLD."

"I AM NOW ABSOLUTELY CLEAR THAT THE DOOR IS OPEN FOR AGREEMENT, THAT WE HAVE FOUND A MEANS, AS A RESULT OF THE TWO INITIATIVES I TOOK YESTERDAY MORNING AND IN MR SMITH'S INITIATIVE IN COMBINING THEM, WE HAVE FOUND A MEANS THAT CAN SETTLE THIS PROBLEM -- AND SETTLE IT I BELIEVE, QUITE QUICKLY -- IF THERE IS A WILL TO SETTLE IT. IF, OF COURSE THERE ARE THOSE WHO MIGHT DON'T WANT TO SETTLE IT, IF THERE ARE THOSE WHO MIGHT EVEN PREFER ILLEGAL ACTION RATHER THAN AGREED INDEPENDENCE, THEN THERE IS NO MORE I CAN DO. BUT I BELIEVE NOW THERE IS NO REASON WHY WE CAN'T GO FORWARD TOGETHER.".

Background: MR HAROLD WILSON, THE BRITISH PRIME MINISTER HAS ENDED HIS TALKS IN RHODESIA. BEFORE LEAVING SALISBURY FOR HOME YESTERDAY (SATURDAY) ME WILSON SPOKE IF THE PRESENT SITUATION AT A NEWS CONFERENCE. FROM SALISBURY HE FLEW TO LIVINGSTONE IN ZAMBIA, AND THERE MET PRESIDENT KAUNDA. AFTER BRIEF TALKS HE FLEW ON TO LAGOS, IN NIGERIA AND WAS GREETED BY THE NIGERIAN PRIME MINISTER, SIR ABUBAKAR TAFEWA BALEWA.

WHEN MR WILSON FLEW TO LIVINGSTONE HE RECEIVED A SMILING WELCOME FROM ZAMBIA'S PRESIDENT, DR KENNETH KAUNDA. THE TWO MEN GREETED EACH OTHER BY THEIR FIRST NAMES.
