    Background: Moderate and radical delegates attending an extraordinary ministerial meeting of the world's non-aligned nations in Managua, the capital of Nicaragua, on January 13 were locked in debate about the wording of a denunciation of the policies of the United States and the United Kingdom in Latin America. The head of Nicaragua's government, Daniel Ortega, made it clear that the hard-liners in the non-aligned movement still wanted a stinging criticism of President Reagan's White House administration. Cuba, Iran and Libya backed his demands. However, many moderate delegates, like those form Yugoslavia and Zaire, were confident that a compromise could be agreed in time for the movement's seventh summit conference in New Delhi in March. But Cuba's Foreign Minister, Isidoro Malmierca, said he was confident that the final Managua communique would roundly condemn what he called the aggressive designs of the United States in Latin America and the unjust occupation by the United Kingdom of the Falkland Islands in the South Atlantic. The three day ministerial meeting also blamed high interest rates and protectionist trade policies in the West for a large increase in foreign debt in the Third World.
