    Last year, at the Libreville summit, a resolution sponsored by Senegal was adopted after a day of heated debate. The resolution condemned any intervention of a non-African state. For instance, it is as if another state intervened in Senegal to ensure the victory of the Democratic Senegalese Party-I choose this party because it is harmless. We want to examine the question, and it we can help, we'll help. It is once again to help a state, not to resolve internal problems, not to crush from outside. On that matter, the attitude of Senegal is clear and it conforms to out principals.



    I have always approved of interventions by France to help its African friends, and with whom France has signed agreements, when they were attacked from outside. You know that before 1975, between 1960 and 1975, no state intervened in Africa, either to ensure the victory of a party or to topple a regime.



    I think also that the French and Belgian interventions will at as "Katangese showers".

    Background: President Leopold Sedar Senghor made his second state visit to France for talks with French President Giscard d'Estaing before the fifth Franco-African summit which takes place on May 21st and 22nd. President Senghor was accompanied by his wife and by four ministers, Monsieur Jean Collin, Minister of the Interior; M. Babacar Ba, Minister of Foreign Affairs; M. Ousmane Camara, Minister of Higher Education and M. Louis Alexandrenne, Minister of Development and cooperation. After his visit to France, President Senghor will be travelling to New York to attend a special United Nations meeting on disarmament.

    SYNOPSIS: President Senghor took the opportunity of the news conference to put the African view of the current situation in Africa.

    President Senghor was asked about the involvement of France in the problems of Zaire.

    And the President went further.
