Background: PARAMOUNT CHIEF MOSHOESHOE OF BASUTOLAND HAS DECLARED HIS OPPOSITION TO THE BRITISH PLAN TO MAKE HIS COUNTRY AN INDEPENDENT STATE FROM 4 OCTOBER. UNDER THE TERMS OF THE INDEPENDENCE ARRANGEMENTS, THE PARAMOUNT CHIEF WOULD BECOME A CONSTITUTIONAL MONARCH OF THE NEW STATE, WHICH WOULD BE KNOWN AS LESOTHO.

BASUTOLAND, WITH A POPULATION OF NEARLY ONE MILLION, WOULD BECOME THE 25TH MEMBER OF THE BRITISH COMMONWEALTH.

THE INDEPENDENCE PROPOSALS HAVE THE SUPPORT OF THE COUNTRY'S PRESENT PRIME MINISTER, CHIEF LEABUA JONATHAN. BUT, OPPOSITION PARTY MEMBERS WALKED OUT OF THE INDEPENDENCE TALKS IN LONDON LAST MONTH.

CHIEF JONATHAN HAS TOLD THE PARAMOUNT CHIEF THAT IF HE DISAGREES WITH THE INDEPENDENCE TERMS AND IS NOT ABLE TO RECONCILE HIMSELF TO BEING A CONSTITUTION MONARCH, HE SHOULD ABDICATE AND, IN ORDER TO MIX IN POLITICS, STAND FOR THE NATIONAL ASSEMBLE.

TODAY (WEDNESDAY), THE PARAMOUNT CHIEF SAID HE HOPE TO HOLD A NATIONAL REFERENDUM ON THE INDEPENDENCE CONSTITUTION WITHIN THE NEXT THREE WEEKS.

ON SUNDAY (10 JULY), THE PARAMOUNT CHIEF ATTENDED A RALLY A MASERU AND ADDRESSED ABOUT 40,000 PEOPLE. ESCORTED BY MORE THAN 300 HORSEMEN, SWATHED IN RED, BLACK AND YELLOW BLANKETS, THE PARAMOUNT CHIEF, IN TRADITIONAL STRAW HAT, SWIRLED INTO THE GROUND TO HOLD HIS MEETING WITHOUT GOVERNMENT PERMISSION. MOUNTED POLICEMEN, ARMED WITH RIOT GUNS, WATCHED FROM NEARBY.

PARAMOUNT CHIEF MOSHOESHOE SPOKE TO HIS PEOPLE - MOST OF WHOM GREETED HIM WITH THE TRADITIONAL BASUTO WARBLING WHITE - IN THEIR OWN LANGUAGE, BUT BROKE INTO ENGLISH TO SPEAK OF HIS TALKS WITH THE BRITISH PRIME MINISTER, MR HAROLD WILSON.
