    Background: Agreement has now been reached among six states of the Western Aden Protectorate on the constitution of the proposed Federation of Arab Amirates of the South. The states concerned are the Amirates of Deihan and Dhala, the Audhali, Ex Fadhli and lower Jafa Sultanates, and theupper Amlaqi Sheikddome. Their agreement on the Constitution is the culmination of several weeks's discussion in Aden by the Rulers of these states or their representatives.

    The UK Government approved the establishment of the Federation during the visit of certain of the rulers in London on July 15, 1956.

    The Constitution will be formally signed here in Aden on the 11th of February, during the visit of the Secretary of State for the Colony. Immediately thereafter a Treaty is expected to be signed between the UK and the Federation, providing, among other things, for military and financial assistance. which the UK Government, as announced last summer, are prepared to give to the Federation.

    The high authority of this government will be vested in a supreme council made up of Ministers; There will be no permanent President for the Supreme Council but each Minister will be President for a period of one month at the time. In addition to the Supreme Council, a legislative body will be formed ton be known as the Federal Council comprising representatives from all the States which are members of the Federation.
