Background: The United Nations force in Leopoldville, Congo, Oct 24 held a big parade at the Baudouin stadium to mark the UN 15th anniversary. But the Congolese boycotted the ceremony, and only about 100 were present.
Reason for the boycott, ordered by Congolese political parties, was dissatisfaction with the UN force, criticized for not intervening in cases where armed Congolese have been interfering with civilians, and for being partial to Mr. Lumumba's party.
As the parade took place, there were reports of Congolese soldiers stripping women to the waist and otherwise manhandling civilians in Leopoldville.
Countries represented in the UN parade were Ghana, Sudan, Canada, India, Pakistan, Morocco, Tunidia, Ethiopia, Guinea, Indonesia, UAE, Italy and Ireland.
Taking the salute was UN Military Commander General Von Horn (Sweden) Mr Hammarskjoeld's special representative, Mr. Dayal, of India, inspected the parade, and called for an end of party strife in the Congo.
In Katanga. President Tshombe refused to authorise a UN anniversary parade to be held in Elisabethville.
