Background: ADVOCATES OF FEDERATION FOR THE BRITISH WEST INDIES WERE SHOCKED AT THE RESULT OF THE REFERENDUM IN JAMAICA - THE LARGEST AND RICHEST OF THE ISLANDS TAKING PART - WHEN OVER 250,000 VOTED AGAINST STAYING IN THE FEDERATION AND ONLY 216,000 VOTED FOR STAYING IN.

THE MAJORITY REPRESENTS A TRIUMPH FOR THE OPPOSITION LABOUR PARTY, LED BY SIR ALEXANDER BUSTAMENTE, BEEN HERE AT HOME AND CASTING HIS VOTE AT A NEARBY POLLING STATION.

SIR NORMAN MANLEY, LEADER OF THE PEOPLE'S NATIONAL PARTY, HAS REFUSED TO RESPOND TO THE OPPOSITION REQUEST THAT HE RESIGN AS PREMIER OF JAMAICA.

OTHER ISLANDS IN THE FEDERATION ARE ANTIGUA, BARBADOS, DOMINICA, GRENADA, MONTSERRAT, ST. KITTS/NEVIS/ANGUILLA, ST. LUCIA, ST. VINCENT, TRINIDAD/TOBAGO. NONE HAS THE MATERIAL WEALTH OF JAMAICA, NONE IS AS LARGE - (NEXT IN SIZE IS TRINIDAD). MANY JAMAICANS ARE REPORTED IN FEAR OF HEAVIER TAXATION FROM THE DEPENDANCY OF THE IMPOVERISHED AND UNDERDEVELOPED 'SHIRT-TAIL' ISLANDS, AND WISH TO BECOME INDEPENDANT WITHIN THE FRAMEWORK OF THE BRITISH COMMONWEALTH.

SIR GRANTLEY ADAMS, THE WEST INDIES FEDERAL PRIME MINISTER SAID IN TRINIDAD, SEAT OF THE FEDERAL GOVERNMENT, THAT HE SAW NO REASON WHY FEDERATION SHOULD FAIL AS A RESULT OF THE JAMAICAN REFERENDUM, THE RESULT OF WHICH HE CALLED 'A TRAGEDY'.
