    Background: SOUTH VIETNAM'S MILITARY LEADERS HAVE BEEN ASKED TO MEDIATE IN THE TWO-WEEK OLD POLITICAL CRISIS WHICH AROSE OVER TWO CABINET APPOINTMENTS. THIS WAS ANNOUNCED BY THE PRIME MINISTER, DR. PHAN HUY QUAT, AT A PRESS CONFERENCE IN SAIGON YESTERDAY (WEDNESDAY). FOR FORTNIGHT, HE HAS BEEN LOCKED IN A DISPUTE WITH THE CHIEF OF STATE, MR. PHAN KHUC SUU, OVER THE APPOINTMENTS.

    LAST WEEK, IT WAS ANNOUNCED A SOLUTION HAD BEEN REACHED PERMITTING DR. QUAT TO DISMISS THE TWO MINISTERS ON THIS ONE OCCASION ONLY. BUT HE DISCLOSED YESTERDAY THAT MR. SUU HAD REVERTED TO HIS ORIGINAL POSITION -- THAT THE PRIME MINISTER WAS NOT EMPOWERED TO REMOVE MINISTERS WHO REFUSED TO RESIGN.

    DR. QUAT SAID THE GOVERNMENT COULD NOT WAIT FOR THE PROPOSED AMENDMENT OF THE NATIONAL (CONSTITUTION) TO HAVE ITS POWERS DEFINED BECAUSE OF THE IMMEDIATE NEED FOR IMPORTANT DECISIONS WHICH MIGHT BEAR ON THE RATE OF THE COUNTRY. IT WAS FOR THIS REASON THAT HE HAD DECIDED TO ASK THE MILITARY CHIEFS TO MEDIATE IN THE DISPUTE.

    BEFORE THE START OF THE PRESS CONFERENCE, A GROUP BUDDHIST STUDENTS CALLED ON MR. SUU AND MAJOR-GENERAL PHAM XUAN CHIEU, CHAIRMAN OF THE NATIONAL LEGISLATIVE COUNCIL. THEY PRESENTED A NOTE CALLING ON DR. QUAT AND HIS GOVERNMENT TO RESIGN. THE NOTE WAS HANDED TO MAJOR GENERAL CHIEU.

    TODAY, (THURSDAY), MAJOR GENERAL CHIEU CONFERRED WITH FATHER HOANG QUYNH, CATHOLIC MILITANTS' LEADER, ON SOUTH VIETNAM'S CONTINUING MILITARY CRISIS. FATHER QUYNH HAS BEEN ASKED TO PARTICIPATE IN A CONFERENCE OF COUNCIL MEMBERS AND LEADERS OF RELIGIOUS SECTS TO SEEK A SOLUTION TO THE DETERIORATING POLITICAL CRISIS. TWO OTHER IMPORTANT MILITARY CHIEFS WERE UNDERSTOOD TO BE PLANING DISCUSSIONS WITH CATHOLIC LEADERS AND OTHER ELEMENTS OPPOSED TO THE QUAT GOVERNMENT.
