    Background: THE 17-NATION COMMONWEALTH CONFERENCE OPENED AT LONDON'S MARLBOROUGH HOUSE THIS MORNING (WEDNESDAY). DELEGATES WERE WELCOMED BY BRITAIN'S PRIME MINISTER, SIR ALEC DOUGALS-HOME, HOST FOR THE WEEK-LONG COMMONWEALTH 'SUMMIT' MEETING.

    THE OPENING SESSION WAS LARGELY DEVOTED TO SIR ALEC'S WELCOMING SPEECH AND A PHOTO-CALL -- IN THE CONFERENCE ROOM AND IN THE GARDEN. ALL THE LEADERS WERE PRESENT, EXCEPT FOR DR BANDA WHO ARRIVE IN LONDON TOMORROW AFTER ATTENDING HIS COUNTRY'S INDEPENDENCE CELEBRATIONS.

    OUTSIDE MARLBOROUGH HOUSE, THE ANTI-APARTHEID MOVEMENT BEGAN A PROTEST VIGIL, WHILE GROUPS FROM OTHER COUNTRIES, INCLUDING GHANA AND NIGERIA, DISPLAYED VARIOUS PROTEST BANNERS.

    CONFERENCE SOURCES SAID THE MEETING WOULD SURVEY THE WORLD SCENE, INCLUDING EAST-WEST RELATIONS AND DISARMAMENT EXAMINE THE SITUATION IN SOUTH-EAST ASIA, THE MIDDLE EAST, CYPRUS AND EUROPE; CONSIDER A BRITISH REPORT ON PROGRESS TOWARDS SELF-GOVERNMENT IN BRITISH COLONIAL TERRITORIES; AND CONSIDER WAYS OF IMPROVING TRADE AND TECHNICAL ASSISTANCE WITHIN THE COMMONWEALTH. IT'S ALSO EXPECTED THAT SOME AFRICAN COUNTRIES WILL PRESS EARLY IN THE DISCUSSION FOR A NEW CONSTITUTIONAL CONFERENCE ON SOUTHERN RHODESIA.

    THE LAST COMMONWEALTH CONFERENCE WAS HELD IN 1962. THE LEADERS AT THIS CONFERENCE REPRESENT ABOUT 750 MILLION PEOPLE -- OR NEARLY A QUARTER OF THE WORLD'S POPULATION.
