    Background: PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC MADE THE INAUGURAL ADDRESS AT THE OPENING OF THE POLITICAL COMMITTEE OF THE AFRICAN CHARTER IN CAIRO, AUG 28. THE OTHER HEADS OF STATE ATTENDING THE SESSION ARE KING HASSAN II OF MOROCCO AND PRESIDENT MODIBO KEITA OF MALI. THE ALGERIAN PROVISIONAL GOVERNMENT IS REPRESENTED BY THEIR NEW PRIME MINISTER BEN YOUSSEF BEN KEDDAH.

    GHANA AND GUINEA ARE REPRESENTED BY THEIR FOREIGN MINISTERS, MR AKO ADJEI AND MR LANSANA. PRESIDENT SEKOU TOURE OF GUINEA WAS EXPECTED TO ATTEND, AND THE CONFERENCE WAS DELAYED TO ENABLE HIM TO BE PRESENT. INSTEAD THE GUINEA HEAD OF STATE IS RESTING AT YALTA BEFORE GOING ON TO THE BELGRADE CONFERENCE OF UNCOMMITTED NATIONS.

    ONE OF THE MAIN TOPICS DURING THE SESSION WILL BE THE ATTITUDE THE NATIONS WILL TAKE AT THE BELGRADE MEETING. ACCORDING TO THE AGENDA THE MEETING WILL ALSO APPROVE THE APPOINTMENTS FOR THE CHARTER'S SECRETARIAT AND PROVIDE IT WITH A BUDGET. THIS TIME THE HEAD OF THE SECRETARIAT MUST BE HEADED BY A MOROCCAN.

    ALSO UNDER DISCUSSION WILL BE THE AFRICAN JOINT HIGH COMMAND, WHICH CONFERRED IN CAIRO LAST MONTH. THE ECONOMIC AND CULTURAL REPORT TO THE CHARTER WILL BE REVIEWED.

    A DECISION FROM THE CHARTER IS EXPECTED ON THE MEMBER STATES VIEW ON THE NEW CONGO REPUBLIC GOVERNMENT HEADED BY PRIME MINISTER ADOULA. DIFFERENCES IN APPROACH ON THE CONGO ARE EXPECTED TO BE IRONED OUT.
