    Background: The newly confirmed Untied States Chief of Staff, General Craighton Abrams, flew into Saigon yesterday to review the military situation. He was met at the airport by the American Ambassador, Mr. Ellsworth Bunker, and the present U.S. Military commander in Indochina, General Weyand. The visit came at a time when rumours of a peace settlement were circulating in Saigon and other world capitals. The rumours were sparked off by the arrival, several hours after General Abrams, of Mr. Henry Kissinger, President Nixon's special adviser on foreign affairs. He came straight from consultations at the White House, following his unusually protracted round of meetings with North Vietnamese negotiators in Paris last week. The rising tide of optimism was only partially set back by an angry statement from the North Vietnamese in Paris who denied that a peace deal was yet in sight. Rumours persisted however that Mr. Kissinger's latest call upon President Thieu of South Vietnam was aimed at working out terms for a peaceful settlement of the long-drawn out Indochina war.
