Diplomatic sources say Vietnam wants to bring Cambodia to the negotiating table to brand her as the aggressor in the continuing flare-ups. So far, the West has not been able to find out which side began the conflict that has been running for about 18 months. Propaganda from both sides has also sharply developed recently as the secret military moves have been taking place.

Background: The Cambodia-Vietnam border conflict...and diplomatic sources have reported that both countries have made recent secret military moves that have intensified its potential danger. The sources say both sides have built up their armament supplies, though the diplomats deny reports that the Vietnamese have strongly reinforced their border forces.

SYNOPSIS: A Cambodian guard surveys the border. A Yugoslav television crew was allowed into Cambodia to record the first film in the three years since the Communists wrenched control from the United States-backed government. China, which supports Cambodia, is reportedly sending in more arms, including some radar controlled anti-aircraft weapons. Military sources say these guns were almost certainly accompanied by Chinese technicians since the guerrilla-style Cambodian army does not have trained personnel to operate them.

This village in the Dako area has been badly damaged by intensive shelling from Vietnam. Fighting has escalated this year, with each country accusing the other of aggression.

In Vietnam, the city of Tay Ninh, not far from the border, has suffered as well. Reports say the Vietnamese have transferred an unknown number of Soviet-built aircraft to bases within striking range of Cambodia. Diplomatic sources believe the build-ups suggest the border war could intensify at any time, though they doubt that Vietnam has yet decided to launch another military offensive such as the one that failed last December and January. Sources feel that Hanoi will keep up its propaganda attacks designed to get Cambodia to the negotiating table.

Meanwhile, Hanoi Radio on Saturday (8 April) claimed that Vietnamese frontier forces 'wiped out' Cambodian Khmer Rouge troops in an attack against Vietnam's Central Highlands five days before. The Vietnamese claim to have killed hundreds of Cambodians in a series of clashes.
