Background: PRESIDENT ABDUL RAHMAN ARIF OF IRAQ HINTED TODAY (FRIDAY) THAT HE IS PREPARED TO GIVE FRANCE MAJOR OIL RIGHTS IN IRAQ.

IN RETURN FOR FRENCH MIRAGE JETS AND OTHER ARMS DELIVERIES. GENERAL ARIF, IN FRANCE TODAY DURING HIS STATE VISIT, HELD THE THIRD OF THREE SCHEDULED PRIVATE MEETINGS WITH GENERAL DE GAULLE AT THE PALAIS DE VERSAILLES THIS AFTERNOON; TONIGHT HE WAS DINNER HOST AT THE VERSAILLES OPERA TO THE FRENCH PRESIDENT.

INTERVIEWED BY THE FRENCH NEWSPAPER 'LE MONDE' GENERAL ARIF STATED CATEGORICALLY THAT HE WAS SEEKING ARMS FROM FRANCE.BUT HE ADDED: 'IF WE OBTAIN FRENCH ARMAMENT, IT IS CERTAINLY NOT TO WAGE WAR AGAINST ANYBODY.' ASKED ABOUT THE RACE FOR THE OIL-RICH NORTH RUMAILA REGION OF IRAQ, PRESIDENT ARIF POINTED OUT THAT FRANCE WAS NOT THE ONLY RUNNER. 'BUT FRANCE WILL HAVE PRIORITY IF HER BID PROVES INTERESTING TO US.' HE DID NOT ELABORATE.

THE IRAQUI HEAD OF STATE HELD THE LAST ROUND OF HIS TALKS WITH THE FRENCH PRESIDENT AMID MOUNTING PUBLIC INDIGNATION OVER AN ATTACK ON ISRAEL YESTERDAY (8 FEBRUARY) AT A PARIS CITY HALL RECEPTION. PRESIDENT ARIF MADE REFERENCE TO THE 'COWARDLY ZIONIST AGGRESSION' AGAINST THE ARAB STATES. THE SPEECH HAS DRAWN SHARP PROTESTS FROM MAP'S AND COUNCILLORS, WHO SUGGEST THAT 'A FOREIGN HEAD OF STATE HAS ALLOWED HIMSELF, CONTRARY TO ACCEPTED PRACTICE, TO INSULT A PEOPLE FRIENDLY TO THE CITY OF PARIS.'
