    Background: WEST GERMAN PRESIDENT HEINRICH LUEBKE RECEIVED A TREMENDOUS WELCOME WHEN HE VISITED THE SEAPORT OF PUSAN DURING HIS CURRENT FIVE-DAY VISIT TO SOUTH KOREA. DURING THE OFFICIAL VISIT, DR LUEBKE HAS HAD TALKS WITH SOUTH KOREAN PRESIDENT CHUNG-HEE PARK CONCERNING WEST GERMAN AID TO SOUTH KOREA.

    ACCOMPANIED BY HIS WIFE WILHELMINE, PRESIDENT LUEBKE WAS WELCOMED BY NEARLY HALF A MILLION PEOPLE WHEN HE DROVE THROUGH THE STREETS OF PUSAN ON SATURDAY. HE IS THE FIRST FOREIGN HEAD OF STATE TO VISIT THE PORT CITY ON THE SOUTHERN TIP OF THE KOREAN PENINSULAR.

    FOLLOWING TALKS BETWEEN OFFICIALS OF BOTH GOVERNMENTS, THE SOUTH KOREAN GOVERNMENT ANNOUNCED ON SATURDAY THAT IT HAS ASKED WEST GERMANY FOR LOANS TOTALLING 100 MILLION US DOLLARS TO HELP ITS FIVE-YEAR DEVELOPMENT PLAN STARTING THIS YEAR.

    AND IN PERSONAL TALKS BETWEEN PRESIDENT LUEBKE AND CHUNG-HEE PARK, THE WEST GERMAN LEADER PROMISED WEST GERMAN SUPPORT FOR SOUTH KOREAN DEVELOPMENT.
