    TRANSCRIPT: MR. HARLLEY: "FOR ME, THE DRAWING UP OF A CONSTITUTION, AGAINST A BACKGROUND SUCH AS OURS, IS A FORMIDABLE ASSIGNMENT. THE CONSTITUTION SHOULD BE FRAMED, NOT ONLY TO MEET IMMEDIATE REQUIREMENTS OF POST-REVOLUTION GHANA. IT WILL NOT BE A DOCUMENT CONFINED WITHIN NARROW LIMITS. IT MUST LOOK FARTHER AHEAD. THE FRAMEWORK OF OUR NEW CONSTITUTION MUST FIRST OF ALL BE CLEAR IN THE MIND AS TO THE TYPE OF CONSTITUTION WE CONSIDER FEASIBLE FOR THE COUNTRY IN THE LIGHT OF OUR EXPERIENCE AND OUR NATIONAL ASPIRATION. LET ME SUMMARISE. A NEW CONSTITUTION SHOULD HAVE THE FOLLOWING CHARACTERISTICS: FIRSTLY, IT SHOULD BE A LEGAL DOCUMENT, DEFINING THE LARGE OUTLINES OF THE CONSTITUTION OF GOVERNMENT AND THEIR POWERS. SECONDLY, IT SHOULD FULLY SPELL OUT INDIVIDUAL AND CORPORATE RIGHTS. THIRDLY, IT MUST FORBID CERTAIN PARTICULARLY ABHORRENT PRACTICES, AND INSTITUTIONS LIKE PREVENTIVE DETENTION AND THE ONE-PARTY SYSTEM. AND FOURTHLY, IT SHOULD DEFINE CLOSELY THE LEGAL INSTRUMENTS WITH WHICH TO ENFORCE THESE PROVISIONS."

    Background: MR. JOHN HARLLEY, VICE-CHAIRMAN OF GHANA'S RULING NATIONAL LIBERATION COUNCIL, AND INSPECTOR-GENERAL OF POLICE, LAST WEDNESDAY (1 JANUARY) INVITED GHANAIANS, ESPECIALLY MEMBERS OF THE CONSTITUENT ASSEMBLY, TO EXAMINE CONSTITUTIONAL PROPOSALS, AND STATED HIS VIEWS OF WHAT THE CONSTITUTION SHOULD BE. MR. HARLLEY WAS SPEAKING AT THE 20TH ANNUAL NEW YEAR SCHOOL ORGANISED AT THE UNIVERSITY OF GHANA AT LEGON, BY THE INSTITUTE OF ADULT EDUCATION.

    MR. HARLLEY SAID THAT A CONSTITUTION FOR GHANA SHOULD NOT BE CONFINED TO NARROW LIMITS, BUT SHOULD LOOK FARTHER AHEAD.

    GHANA'S 150-MEMBER CONSTITUENT ASSEMBLY, WHICH WILL DECIDE THE COUNTRY'S SECOND CONSTITUTION SINCE INDEPENDENCE IN 1957, MET IN ACCRA ON DECEMBER 30 FOR THE FIRST TIME TO ELECT A SPEAKER AND A DEPUTY SPEAKER.

    THE ASSEMBLY WILL BEGIN DISCUSSION OF A DRAFT CONSTITUTION ON JANUARY 6.
