Background: The Vietnamese ambassador to Paris, Mr. Maivan Ba, has attacked the Chinese government for rejecting a joint offer made by Vietnam, Laos and Kampuchea for withdrawing some Vietnamese troops from Kampuchea. The offer was made by the foreign ministers of the three countries meeting in Laos last week. (15 - 19 February). China, which supports opposed to the Vietnamese backed government of Kampuchea, described the withdrawal offer as a dirty trick, Mr. Maivan Ba, told a Paris news conference on Friday (19 February) that what he called China's great power expansionist mentality and American imperialism were the main threats to stability in South East Asia. Mr. Ba referred to the foreign ministers' meeting in Laos, and said that China should reply to the various approaches made for a peaceful settlement to Indochina's problems. Mr. Ba also reasserted Vietnam's rights to reoccupy what he described as territories illegally occupied by China.
