Background: In the ancient capital of Kandy, a traditional welcome was accorded to Ceylon's new Prince Minister, Dudley Senanayake, on his first visit to this sacred city, March 29. The big procession was headed by elephants - an inseparable part of Sinhalese celebrations - and the famous Kandyan dancers. For Prime Minister Senanayake, the elephant is a double welcome sign, it is the symbol of his own United National Party.

On arrival the Prime Minister was received by Mayor of Kandy, (Mr. E. L. Senanyake), who welcomed him to the seat of the Sacred Temple of the Tooth in Kandy, where, legend has it, the tooth of Lord Buddha is encased in the innermost of seven gold caskets.

The pious believe that this tooth was brought to Ceylon in the fourth century from India where Buddhism was declining, and the Kandy Temple is therefore the holiest relic of all Ceylon.

In his Kandy speech, Premier Senanyake said the Government's immediate plans included bringing down the cost of living and sponsoring the interests of Buddhism. The Civic reception over; a drive to the Kandy Temple, where a big crowd had gathered to receive the Prime Minister and some of his colleagues.

A visit to the Kandy Temple is a "must" for any new Prime Minister of Ceylon. The Chief Guardian of the temple received the Prime Minister and party, and Buddhist monks in their saffron robes invoked blessings on the new Prime Minister to help him solve the many difficult problems facing the country.

Ceylon Parliament will be opened April 6th, when the Governor-General will outline the new Government's policy.
