Background: AN ISLAND-WIDE BUS WORKERS STRIKE HAS CRIPPLED TRANSPORT IN CEYLON FOR ONE WEEK BEGINNING DEC. 9, AS THE ARMY AND NAVE ARE STANDING BY FOR DEC. 16 DEADLINE GIVEN TO WORKERS TO RESUME DUTY.

PRIVATE BUS COMPANIES IN CEYLON WERE NATIONALISED BY LATE PREMIER BANDARANAIKE. SINCE THEN THE ISLAND'S BUS ROUTES WERE OPERATED BY "CEYLON TRANSPORT BOARD". RECENTLY THE BOARD SENT CIRCULARS WARNING WORKERS OF DISMISSAL AS PUNISHMENT FOR OFFENCES LIKE FRAUD AND INCIVILITY TO PASSENGERS.

ON DEC. 9, WORKERS AT ONE DEPOT STRUCK WORK AS PROTEST AGAINST THE OFFENDING CIRCULAR. SOON, HELPED BY OPPOSITION POLITICAL PARTIES, THE STRIKE GATHERED STRENGTH AND ENTIRE C.T.B. SERVICES IN CEYLON TO A STOP IN TWO DAYS.

THE GOVERNMENT HAS GIVEN DEC. 16 AS DEADLINE FOR WORKERS TO RETURN TO WORK OR FACE DISMISSAL. CEYLON IS STILL UNDER EMERGENCY AND THE NAVY AND ARMY FORCES HAVE BEEN MOBILISED FOR ANY CONTINGENCIES.

MEANWHILE THE PEOPLE OF COLOMBO, THE CAPITAL, ARE MAKING THE BEST USE OF THE AVAILABLE LORRIES, COMMERCIAL VANS, AND ANY FORM OF TRANSPORT. LORRIES HAVE BEEN QUICKLY CONVERTED TO CARRY PASSENGERS -- SITTING, STANDING OR EVEN STRAP HANGING - AT A HUGE PREMIUM.

THE GOVERNMENT ALSO SET UP MOBILE TICKET STATIONS FOR THE RAILWAY AND THE RAILWAY STATIONS ARE OVERCROWDED.
