    Background: INTRODUCTION: Madagascan President Dider Ratsiraka has been visiting the Soviet Union for talks on a number of issues including questions relating to southern Africa.

    SYNOPSIS: As he arrived for the talks, President Ratsiraka was met by Soviet Prime Minister Nikolai Tikhonov and several of his sides.Both parties condemned South Africa for what they called aggression against Angola and expressed solidarity with SWAPO, the South West Africa People's Organisation, in its struggle to free Namibia from South African control.They spoke of the need to reduce international tension and eliminate the threat of world war.They called for quick action to make the Indian Ocean a zone of peace and criticised the United States for its decision to produce the neutron bomb.A few days earlier, a Soviet parliamentary delegation paid an official visit to Madagascar.
