Background: Argentinian Frondizi spoke at the opening session of the Organisation of American States economic council April 28.
He urged the American countries to develop their economics in order to assure their effective and lasting liberty. The keynote of his speech was closer economic ties in the continent. Observers commented that this was analogous to the European Common Market idea, a proposal put forward by Brazilian President Kubichek last year. It was also remarked that Frondizi seemed to have overcome his recent bout of unpopularity in South American political circles.
With delegates from all American countries were other ministers of the Argentinian Government and representatives from various American embassies in Buenos Aires.
Other speakers including Dr. Escudero, President of the OAS Committee, Dr. Vidola Lara, Chile delegates, Sevilla Sacasa, Nicaraguan Ambassador, and OAS Secretary-General Dr. Jose A. Mora.
Cuban leader Fidel Castro is to attend this conference to present a 5-million dollar farm plan.
In Washington an investigating committee of OAS is inquiring into the 'invasion' of Panama by Cuban and rebel Panamanian groups. USAF planes are conducting a vigil, for OAS, along the Panamanian coast for 'invasion' craft.
