    TRANSCRIPT: MR. WILSON: "THIS AFTERNOON I TOLD HOUSE OF COMMONS THAT WE ARE PREPARING TO STATION IN ZAMBIA A SQUADRON OF JAVELIN FIGHTERS, UNITS OF THE R.A.F. REGIMENT, AND, IF REQUIRED A BATTALION OF GROUND TROOPS. IN ADDITION, I SAID, THAT AS A PRECAUTION "H.M.S. EAGLE" HAS BEEN MOVED FROM THE FAR EAST AND HAS BEEN CRUISING OF THE COAST OF EAST AMERICA FOR THE PAST FEW DAYS...



    "WE HAVE URGED, WITH ALL THE POWER AT OUR COMMAND, AFRICAN COUNTRIES - HOWEVER STRONG THEIR FEELINGS - SHOULD ALSO RECOGNISE THE GRAVE DANGERS OF ANY ACTION THAT MIGHT TURN THIS EXPLOSIVE SITUATION INTO A MAJOR CONFLAGRATION. IN THIS EXTREMELY DIFFICULT SITUATION WE'RE DEEPLY CONCERNED ABOUT THE POSITION OF ZAMBIA - A CLOSE NEIGHBOUR OF RHODESIA; A SOVEREIGN COMMONWEALTH COUNTRY, ONLY RECENTLY BECOME INDEPENDENT, BUT ONE WHOSE ECONOMIC DEVELOPMENT AND INDEED PRESENT PROSPERITY ARE CLOSELY BOUND UP WITH THEIR NEIGHBOUR TO THE SOUTH. AND ZAMBIA HAS ASKED US TO SEND RAF FIGHTER AND GROUND TROOPS AS A SAFEGUARD AGAINST A POSSIBLE ATTACK BY RHODESIA. PRESIDENT KAUNDA HAS STRESSED TO ME THAT WHEN THE CENTRAL AFRICAN FEDERATION BROKE UP, ITS FIGHTING SERVICED PASSED, VERY LARGELY, TO SOUTHERN RHODESIA, WHICH NOW POSSESSES, BY AFRICAN STANDARDS, AN EXTREMELY POWERFUL AND SOPHISTICATED AIR FORCE. ION EXPRESSING OUR AGREEMENT WITH PRESIDENT KAUNDA'S REQUEST WE'VE MADE IT CLEAR THAT BRITISH FORCES WOULD BE STATIONED IN ZAMBIA IN A PURELY DEFENSIVE ROLE. THEY WOULD REMAIN CLEARLY AND UNEQUIVOCALLY UNDER BRITISH COMMAND, AND SHORT OF AN ATTACK BY RHODESIA ON ZAMBIA, THEY WOULD NOT BE PERMITTED TO JOIN IN ANY OFFENSIVE OPERATIONS ON, OR OVER, RHODESIAN SOIL. THEY WOULD However, PROVIDE A GUARANTEE TO ZAMBIA AGAINST EXTERNAL ATTACK. I HAVE EXPLAINED TO THE HOUSE OF COMMONS THAT GIVEN THE ACCEPTANCE OF THE CONDITIONS ON WHICH WE'VE INSISTED, IT WAS OUR BOUNDEN DUTY TO RESPOND TO THE REQUEST OF THE PRESIDENT OF ZAMBIA. I REFERRED TO THE PASSIONATE FEELING OF OTHER PARTS OF AFRICA, AND ITS WELL KNOWN THAT MOBILISATION HAS TAKEN PLACE. THAT FAR REACHING PLANS HAVE BEEN DEVELOPED FOR A COMBINED MILITARY INTERVENTION IN THE AREA. IT IS OUR EARNEST HOPE, THAT THE DIFFICULT DECISION THAT WE HAD TO TAKE, WILL HELP TO INDUCE A CALMER, COOLER, ATMOSPHERE, AND BE A GUARANTEE THAT AN ALREADY DANGEROUS SITUATION WILL NOT ESCALATE INTO SOMETHING WORSE."

HE SAID THAT PREPARATIONS WERE BEING MADE TO SEND A SQUADRON OF JAVELIN FIGHTERS AND UNITS OF THE R.A.F. REGIMENT TO ZAMBIA, AND IF REQUIRED A BATTALION OF GROUND TROOPS. AS A FURTHER PRECAUTION THE AIRCRAFT CARRIER "H.M.S. EAGLE" WAS IN WATERS OFF THE EAST AFRICAN COAST, HE SAID.

    THE PRIME MINISTER TOLD BRITONS, HOWEVER, THAT BRITAIN WOULD "NOT STAND IDLY BY" OF RHODESIA SHOULD CUT OFF POWER SUPPLIES FROM THE JOINT-OWNED KARIBA DAM TO THE ZAMBIAN COPPER BELT. THIS INDICATION THAT BRITISH FORCES MIGHT CROSS THE FRONTIER TO PROTECT THE KARIBA GENERATING PLANT, ON THE RHODESIAN SIDE OF THE BORDER, WAS THE FIRST TIME THAT THE GOVERNMENT HAS SPOKEN OF POSSIBLE MILITARY OPERATIONS IN RHODESIA FOR PURPOSES OTHER THAN MAINTAINING LAW AND ORDER.

    EARLIER TODAY, MR. WILSON HAD ANNOUNCED STRICT NEW ECONOMIC MEASURES AGAINST RHODESIA AMOUNTING TO AN EMBARGO ON 95 PER CENT OF RHODESIA'S TRADE WITH BRITAIN.

    THE H.M.S. EAGLE HAS BEEN MOVED FROM THE FAR EAST TO THE EAST AFRICAN COAST. H.M.S. EAGLE IS AN AIRCRAFT CARRIER (44,100 TONS) CARRYING SEACAT MISSILES, BUCCANEER BOMBERS, SEA VIXEN FIGHTERS, AND GANETS FOR AIRBOURNE RADAR: - A TOTAL OF 34 PLANES AND TEN HELICOPTERS. THE BUCCANEER HAS A RANGE OF 2000 MILES.

    NOW IN KENYA, AT NAIROBI AIRFIELD, ARE TEN JAVELIN ALL-WEATHER FIGHTER, WHICH ARE NORMALLY BASED IN CYPRUS. THEY ARE WAITING TO START PATROL WORK OVER ZAMBIA. EIGHT ARGOSY TRANSPORT PLANES ARE ALSO STANDING BY.

    THE MAN PICKED TO BE THE R.A.F.'S AIR DEFENCE COMMANDER FOR ZAMBIA IS AIR COMMODORE IAN MACDOUGALL OF TRANSPORT COMMAND.

    AS MR. WILSON SPOKE, HIS COMMONWEALTH SECRETARY, ARTHUR BOTTOMLEY, WAS IN ZAMBIA TRYING TO BREAK A DEADLOCK OVER BRITISH CONDITIONS ATTACHED TO ACCEPTANCE OF MR. KAUNDA'S REQUEST FOR FORCES. AS FAR AS IS KNOWN COMPLETE AGREEMENT BETWEEN BRITAIN AND ZAMBIA HAS STILL NOT BEEN REACHED.
