    Arab residents of the Israeli-occupied West Bank marked the 65th anniversary of the Balfour Declaration on November 2, with strikes and stone-throwing. The declaration, issued by British Foreign Minister Arthur Balfour in 1917, supported the idea of a Jewish homeland which 30 years later became a reality with the birth of Israel. About ten per cent of shops and schools in Ramallah remained closed throughout the day, and armed police patrolled the streets where Arab demonstrators had set tyres ablaze. At the same time in Jerusalem, US Special Envoy Morris Draper was briefing Israeli Foreign Minister, Yitzhak Shamir, on his latest talks with Lebanese leaders. Mr. Draper later said his progress had been made on the possibility of talks aimed at bringing about the withdrawal of all foreign troops from Lebanon. Israel's continued presence in Lebanese territory remains a divisive issued even among Israelis, who still publicly express their feelings on the matter in protests and counter-protests outside the Knesset (Parliament.)
